About the role

Reporting to the Regulatory Finance and Pricing Manager the purpose of this role is to undertake regulatory economic and financial modelling that will be used by the Board and Executive to approve Sydney Water’s positions on the pricing review, licencing, or contestability. Document the resulting strategic, financial, and reputational impact. Initiate and undertake regulatory financial economic modelling to support Sydney Water in developing its position for the IPART pricing review, licencing arrangements, and contestability.

Working with internal stakeholders across various Sydney Water portfolios this position will see you provide analysis, insights, and recommendations to improve internal and external ways of working within the current and future regulatory framework. 

Other responsibilities will include, but are not limited to:

  • Working with the GMs of the business, lead the process that allows the Managing Director to respond to IPART’s information disclosure obligations.
  • Responsible for liaising with Finance to ensure the outcomes of the regulatory economic and finance models reconcile and align with Sydney Water’s other business systems, processes, and models.
  • Responsible for undertaking regulatory economic and financial modelling that will be used by the Board and Executive to approve Sydney Water’s positions on the pricing review, licencing, or contestability. Document the resulting strategic, financial, and reputational impact.
  • Conduct ongoing research on the form of regulation, effects-based environmental regulatory regimes, incentive-based mechanisms for opex and capex, optimal price structures, the cost of capital, depreciation, finance ability, and third-party access arrangements.
  • Provide economic input and drafting to submissions and papers to IPART being prepared by Regulatory Pricing and the Competition and Licencing areas

 

About you

This role will ideally suit a team member with previous regulatory utilities experience, a sharp commercial modeler who is keen to develop their skills further with Sydney Water. 

Your existing modelling experience in finance modelling will allow you the flexibility to work autonomously across various projects of work

To succeed in the role you should have:

  • 5-7 years’ experience working in an Economics or Finance Commercial role.
  • Degree qualifications in Economics, Business, or Finance, or other related discipline
  • Experience in presenting analysis and report writing to communicate complex issues to non-specialists
  • Demonstrated ability to undertake robust qualitative and quantitative microeconomic analysis and research
  • Demonstrated ability to understand, interpret and undertake economic and financial modelling analysis and propose effective solutions
  • A sound understanding of accounting principles
  • Additionally, it is highly desirable to have a sound understanding of the economic and commercial principles that underpin utility markets and their regulation.
