Regulatory Economics Manager

  •  Provide economic and policy advice and thought leadership to help Sydney Water deliver for its customers.
  • Grasp the economic and regulatory challenges facing our business and work with our regulators and stakeholders to help us respond to them
  • Take a strategic approach to the development of our regulatory framework and help our commercial teams respond to challenges such as water security, climate change, meeting customer requirements and deliver integrated water cycle management.

About the role

Play an influential, leading role in shaping the strategic direction of the Competition and Regulation team in Sydney Water, reporting to the Head of Competition and Regulation. Advise on economic, pricing and competition issues as they relate to the management of the Sydney Water water, wastewater and stormwater business. Provide thought leadership on the economic and regulatory issues that influence how the company can address climate change, natural capital, water security, integrated water cycle management and all the regulatory issues related to delivering sustainable water supplies in a liveable environment at an affordable price for all of our customers in Sydney. Make a significant contribution to Sydney Water’s engagement with its economic regulator, IPART, as well to our engagement with customers and other stakeholders, as part of the company’s business planning and regulatory submission processes.

Other responsibilities of the role:

  • Research and develop positions on regulatory and economic issues, including competition assessments, customer pricing and incentive schemes.
  • Shape business cases and economic evaluations with economic input.
  • Provide advice on economic modelling undertaken within Sydney Water.
  • Manage a small team of junior economists and/or regulatory specialists.

About you

  • 5-10 years’ experience working in economics and/or policy role in either a regulated utility, an economic regulator or an economic consultancy.
  • A deep understanding of the economics and regulation of monopolies and competitive markets in utilities.
  • Demonstrated knowledge of, and ability to lead quantitative and qualitative regulatory economic analysis and research.
  • Experience in presenting analysis and writing reports in a way that communicates complex issues to non-specialists in a simple and clear way.
