About the role
To provide SCADA security management including expert advice, implementation of controls and processes, review and administration functions to ensure reliable operation of the Sydney Water Operational Technology Critical Infrastructure systems.
Responsibilities include but are not limited to:
- Ensure that system security (including general cyber security, information security and physical security) of the SCADA telemetry systems is implemented and maintained in line with industry best practise.
- Own and update appropriate Security Plans and procedures for IICATS and Plant SCADA security standards and lead implementation.
- Implement Cyber Security Risk Management Framework including appropriate risk assessments, reporting and recommendations for additional controls or acceptance.
- Maintain IICATS and SCADA security baseline assessments including initiation and implementation of controls following emerging threats.
- Provide reporting function on the current level of security compliance and risk of the OT systems.
- Ensure adequate implementation of SWC Information Security Management Framework in OT systems.
- Provide inputs and review updates to Security Policies.
- Perform periodic OT internal security audits (including policy compliance checks, firewall rules reconciliations, user privileges, system configuration, patch level status etc.).
- Analyse and act on notification of events and review logs from security monitoring devices.
- Advise on appropriate system setup and configuration standards and long-term security strategy.
- Develop Control Systems Security roadmaps to ensure that implemented controls are adequate to emerging threats and aligned to industry best practices.
- Participate in system change management to ensure Cyber Security practices compliance.
- Provide technical advice and support for any systems security related issues including training for cyber security of OT staff.
- Provide appropriate cyber security incident management (preparation, response and recovery).
- Monitor and review the performance of the IICATS/SCADA telemetry systems to ensure optimal system performance.
Who are we looking for?
Degree qualified in Computer Science or engineering or similar and/or equivalent industry experience.
Skills:
- Expert knowledge of Cyber Security Standards and Industry Good Practice Guides.
- Thorough knowledge of system administration activities needed to support advanced SCADA systems.
- Thorough knowledge of operational technology networks including security devices and configuration practices.
- Thorough knowledge of National and International Information Security standards.
- Working knowledge of SCADA system software.
- Ability to identify actual and emerging problems, and devise and implement solutions, which meet business requirements.
- Highly developed communication skills, both written and oral and the ability to liaise with Sydney Water Corporation’s personnel and service delivery partners at all levels.
- Demonstrated commitment to WHS and the principles of EEO.
- 5 to 8 years in Industrial Control Systems implementing security functions.
- Experience in developing work instructions and procedures to ensure the reliability and availability of IICATS/SCADA or telemetry systems.
- Demonstrated ability to manage issues and incidents as they relate to system administration.
Desirable
- Cisco Certified Network Associate (CCNA).
- Microsoft Certified System Administrator (MCSA)
- Microsoft Certified System Engineer (MCSE)
- Formal Cyber Security training
- Security of general SCADA consultancy experience.
