About the role
Reporting to the Manager Procurement Services the Contract Officer will support the operational function for Property Services contracts. Responsible for planning and controlling the delivery of allocated contracts and ensuring contract strategy and development meets commercial, probity and risk management objectives.
Support Property Services in all areas of CxP, BxP, Ariba, SAP, Beakon, Maximo and other systems relied upon by the wider team. Your accountabilities will include but are not limited to:
- Assist in the preparation and evaluation of tenders to ensure effective and efficient contracts that meet organisational needs and objectives.
- Contribute and support the development of procurement procedures for allocated portfolio of Property Services contracts to meet commercial, probity and risk management objectives
- Manage multiple maintenance services contracts in the delivery phase of the contract lifecycle.
- Contribute to the efforts of the Property Services Team in addressing strategies for ongoing improvement to processes and systems, business development and resource management related to the management of contracts
- Administer contracts assigned including complex measurement and payments (BxP)
- Manage contract variations, cost adjustments, contract extensions
- Resolve CxP and BxP queries for Property Services.
- Collaborate with the Contract Performance team to agree on the most effective way to measure and drive contractor performance. Develop monitoring plans as a part of the Contract Management Plan.
- Collect and analyse appropriate data and reports on service provider performance against KPIs specified in the contract and pass results to the Performance team.
- Monitor contract compliance to contract terms for allocated portfolio of contracts and FM Contracts.
About you
This role will ideally suit a team member well versed in operational contact support, with experience using SAP / ARIBA functions and competency in Maximo and Excel.
You are someone who has impeccable attention to detail, ability to multitask and drive process improvement to best support Sydney Water’s Property Services.
You will be able to demonstrate:
- Tertiary degree in business administration, procurement/ contract management and/or engineering, or equivalent experience.
- Current driver’s licence
- Minimum of 5 years' experience in managing complex contract/s that involves a high degree of interaction between contractor and customer (e.g. Alliance, collaborative contract styles)
- Strong operational risk management experience and contractor relationship management in a similar industry (utility, infrastructure), with proven ability to develop, deploy and manage contracts and procurement strategies.
- Proven analytical skills necessary to appraise client needs, program/project performance and identify and assess the relevant options including business risk.
- Experience in the formulation and negotiation of commercial contracts
- Understanding of water industry and construction industry safety and environmental issues and requirements
