Senior Performance Analyst - IPART
- Provide policy advice and assist to deliver key regulatory projects and submissions led by the Economics & Regulation team

About the role
Lead research and analysis to advise on regulatory, economic, pricing and competition issues to help develop Sydney Water’s 2024 price proposal to IPART for the 2025-2030 period. This position will contribute to maintaining and promoting Sydney Water’s licence to operate and its credibility and reputation with IPART and other relevant regulatory stakeholders. Other responsibilities include but are not limited to;
- Deliver the development of positions on defined strategy priority projects, typically affecting the corporate and pricing strategy of the company and advocating the company’s positions to external stakeholders (for instance to IPART in the context of price review issues).
- Maintain awareness of and provide advice on regulatory and licensing trends and reforms in the water industry and other utility sectors, both in Australia and overseas.
- Produce research and analysis for the IPART price proposal, for internal economic or policy advice, or for price control issues.
- Collect data from across the company to ensure Sydney Water complies with its information disclosure obligations.
- Conduct ongoing research on the form of regulation, environmental regulatory regimes, incentive-based mechanisms for opex and capex, optimal price structures, the cost of capital, depreciation, finance ability, and third-party access arrangements.
About you
- Tertiary qualifications in Economics, Business, or Finance, or other relevant discipline
- Minimum 5 years experience in a policy or Senior Advisor role in Government or business
- Experience in presenting analysis and report writing to communicate complex issues to non-specialists
- Sound understanding of Government and regulatory policies and processes
- Well developed policy and data analysis skills
- Demonstrated ability to work independently, set priorities and manage competing tasks
- Demonstrated ability to establish, manage and maintain constructive and effective internal and external stakeholder relationships on projects
Desired:
- Experience of regulatory, water or competition economics
- Experience of the operation of the urban water market
- Experience in working with applying customer insight to regulatory processes
