About the Role
Sydney Water’s Major Projects program is expanding to meet the growing needs of the Greater Sydney Region. These large-scale, complex initiatives require exceptional professionals to help deliver a significant, high-profile capital works program.
As a Pre-Contracts Manager, you will partner closely with the business to develop, deploy, and manage procurement and delivery strategies for Major Projects. You’ll lead procurement and transaction activities that ensure value for money, compliance with procedures, and alignment with professional best practice—while leveraging Sydney Water’s buying power to unlock value from our supplier base.
Key Responsibilities
- Develop procurement and delivery strategies for Major Projects.
- Partner with internal stakeholders to communicate Sydney Water’s vision and expected outcomes for each contract.
- Manage multi-criteria assessments to determine optimal packaging and delivery models, ensuring effective supplier interfaces and risk allocation.
- Conduct market sounding processes to gauge supplier appetite and refine delivery models.
- Lead procurement risk workshops to identify and allocate risk effectively.
- Oversee end-to-end transaction processes, including EOI, RFT, Early Contractor Involvement, evaluation, negotiation, and contract award.
- Ensure strict probity measures across all procurement activities.
- Monitor supplier performance and foster high-performing supplier relationships.
- Drive innovation in supply strategies and build procurement capability across Sydney Water.
About you
You will have experience in a client relationship lead position, maintaining and developing key strategic business relationships and the ability to manage complex internal business and external Suppliers with strategic procurement needs.
You must have:
- A relevant degree qualification (e.g. Quantity Surveying, Construction Management, Construction Law, Engineering, Business) or experience deemed equivalent
- Professional MRICs or equivalent qualification
- 7+ years’ experience in construction and infrastructure projects in a large complex organisation, preferably in a similar organisation or industry sector
- Strong understanding of construction procurement, delivery model and NSW tendering and transaction requirements
- Demonstrated experience in partnering with the business to develop effective procurement strategies and lead commercial negotiations
- Ability to partner closely with the business while maintaining a degree of functional independence.
